PSPCL Invites Bid For 31 MW Rooftop Solar Project in Punjab

Punjab State Power Corporation Limited (PSPCL) has issued a tender inviting bids for 31 MW rooftop solar projects at several locations including an office building, a 66 kW grid substation, hydel, and thermal projects. The last day for submission of the bid is March 14. The bidders will also be required to provide an earnest money deposit equivalent to 2 percent of the project cost upto Rs 2 million as the highest limit.

According to the tender document, PSPCL will withhold 10% of the total project cost at the time of the final payment to the bidder after the operation of the project. This amount will serve as performance security for maintenance. The scope of work involves a site survey, design, supply, erection, testing, and commissioning along with providing a warranty and a five-year comprehensive maintenance contract for grid-connected rooftop solar projects, read the tender. It also specified the materials required with regulation-compliant mono-crystalline or bifacial solar modules and inverters/ PCU and module mounting structures with a minimum ground clearance of 300 mm at the lowest point from the roof surface.

Furthermore, the bidders will also be required to have experience in designing supplying, installing, and commissioning grid-connected solar power projects with an aggregate capacity of not less than 1000 kW in the last three years from the bid submission date. Additionally, they must have completed at least one project of 50 kW or higher capacity commissioned before bid submission. The tender also required the bidders to submit a scanned copy of the commissioning certificate from the client or owner. Only bidders meeting the minimum technical eligibility criterion will have their bids considered for the determination of the L-1 (lowest) price.

Earlier, Punjab State Power Corporation Limited invited bids for the procurement of 500 MW of power from grid-connected ground-mount or floating solar projects established in Punjab. It also issued a tender for the procurement of 1000 MW of solar power via competitive bidding.
