SJVN has issued three tenders seeking solar rooftop power developers to set up a total of 10.6 MW of grid-connected rooftop solar power projects (without battery storage) across several Indian states under the PM Surya Ghar: Muft Bijli Yojana. Bids are open until May 27, 2025.

A 2.95 MW tender covers rooftop solar installations in Odisha and West Bengal under the RESCO model. The project targets buildings under ministries including Agriculture and Farmers Welfare; Chemicals and Fertilizers; Consumer Affairs, Food and Public Distribution; Commerce and Industry; Skill Development and Entrepreneurship; and Statistics and Programme Implementation.

A second tender seeks developers to install 2.5 MW of rooftop solar systems in the National Capital Territory of Delhi, Haryana, Punjab, Rajasthan, and Uttar Pradesh. This tender is also under the RESCO/PPA mode of the PM Surya Ghar scheme.

In a third tender, SJVN invited bids to install 5.14 MW of rooftop solar capacity on central government buildings in the southern states of Karnataka, Telangana, Tamil Nadu, Kerala and Andhra Pradesh, also under the RESCO model.

According to the tender, “No central financial assistance will be provided for rooftop solar systems on Union ministry or department buildings under these tenders.” Additionally, in the tender conditions, developers must declare the project’s annual Capacity Utilisation Factor (CUF) at the time of response submission and may revise it once within the first year after the Scheduled Commissioning Date (SCD). After that, the declared CUF will remain fixed for the duration of the power purchase agreement (PPA). The minimum CUF requirement is 15% for all project locations across the mentioned states. It also mandated the development of the project within 12 Months from the last date of submission of online bids.

As per the tender, the selected developer is required to submit the documentary evidence/project feasibility report distinctly furnishing site-wise/location-wise capacities for concluding of Project/Plant capacity for PPA within 10 Days from the issuance of LOA.
