The Ministry of New and Renewable Energy (MNRE) in its latest memorandum has proposed a bank guarantee worth Rs 25 lakh for rooftop solar vendors. This is meant to be for the vendors who want to get registered with the National Rooftop Portal as a ‘National Vendor’. 

This comes at a time when the installation of residential rooftop solar projects is likely to see an impetus with the launch of the PM Surya Ghar scheme. Prime Minister Narendra Modi this year had announced the scheme to ensure the installation of rooftop solar systems in 1 crore households. 

MNRE, in its latest memorandum, said that it has now added a new provision to register interested vendors as ‘national vendors’. These registered vendors can take up residential rooftop solar projects under the PM Surya Ghar scheme across the country. Under the PM Surya Ghar scheme, the residential rooftop solar consumers have been given increased subsidies going upto Rs 78,000 for a 3 KW system. This excludes the state subsidies.

MNRE said that for the other state-level vendors the rules remain unchanged as all the earlier registration rules and fees mandated under the Rooftop Solar Scheme-II would continue. The Indian government had approved the PM Surya Ghar scheme on February 29, 2024. The scheme has an outlay of Rs 74,021 crore. The scheme is set to be implemented upto FY2026-27. It received administrative approval on March 16, 2024.

The whole disbursement of subsidies under the scheme is routed through the National Rooftop Portal. The consumers need to select only the registered vendors on the portal. These vendors often register in states with the concerned discoms by paying them the required charges.

As per the latest memorandum, the national vendors after submitting their Bank Guarantees (BGs), will enjoy the status for five years. However, in the last one month, several vendors have complained about technical glitches leading to delays in applications after the launch of the PM Surya Ghar scheme.
