Odisha Renewable Energy Development Agency (OREDA) has launched a Request for Empanelment (RfE) to onboard Original Equipment Manufacturers (OEMs) for the supply of solar photovoltaic (PV) modules and module mounting structures, as part of a broader push to solarize government buildings across the state by December 2025. The last date for submitting the hard copies of the bid is July 16.

The move comes under a national mandate from the Ministry of New and Renewable Energy (MNRE), which has directed all states to accelerate the deployment of solar infrastructure on public facilities. OREDA, a state-run nodal agency under the Odisha Energy Department, has been tasked with executing the programme.

The latest RfE outlines a one-year engagement for OEMs, covering both on-grid and off-grid solar systems, and includes battery-backed systems as well. The empanelled firms will be required to supply components exclusively for tenders issued by OREDA for a period of 12 months from the date of empanelment.

According to the terms, empanelled manufacturers must deliver materials within 30 days of receiving an order from system integrators or developers involved in OREDA-backed projects. Each OEM will be required to provide a minimum five-year warranty on products and ensure service support throughout the warranty period.

To ensure service quality, manufacturers must maintain at least four service centres or local partners in Odisha, or commit to establishing one upon empanelment. OREDA also retains the right to delist vendors for underperformance or non-compliance.
