Odisha GENCO Floats EPC Solar Tender To Build 50 MW On OPGC Ash Pond-B

Odisha Power Generating Corporation (OPGC) has issued an EPC tender to develop a 50 MWAC grid-connected solar power plant on its earth-capped Ash Pond-B. Bids for the project can be submitted until October 15, 2025.

Under the scope of the OPGC tender, bidders are expected to undertake EPC activities that include, but are not limited to, design, engineering, manufacturing, shop testing and inspection, packing, supply, transportation, unloading, handling, and preservation of equipment at the site. In addition, bidders are also required to carry out related grid connection work and provide operations and maintenance (O&M) services for five years.

Scope of Work

Odisha, in its tender under the scope of work issued by OPGC, requires the developer to build a solar power project and also undertake the installation of a minimum of 61 MWp DC solar PV modules under Standard Test Conditions (STC).

The tender further requires the bidder to provide O&M services for five years and develop the power evacuation system. The contractor must coordinate with any appointed subcontractors and ensure that they perform their respective services cooperatively. OPGC plans to install the 50 MWAC grid-connected solar photovoltaic (PV) project on about 130 acres of reclaimed land at Ash Pond-B in Banharpalli village near IB Thermal Power Station (IBTPS).

Through this tender and more soon, Odisha aims to raise the share of renewable energy in its installed capacity from the current 18 percent to 36 percent by 2029, 60 percent by 2036, and70 percent by 2047. Floating solar is supposed to play a key role with the multiple large reservoirs in the state that hav the potential for over 3 GW of floating solar. Odisha Renewable Energy Development Agency (OREDA) has outlined the roadmap to develop at least three green energy zones for industries dependent on clean power, large-scale solar and wind parks in western Odisha, and the creation of more than 75,000 green energy jobs. To attract investment, electricity subsidy has been a key plank of the Odisha government for prospects, and it will need all the cheap green energy it can generate to ensure the  offer plays out to plan.
