State-owned power utility, NTPC Ltd. has issued an Invitation for Bids (IFB), inviting bids from eligible parties for the selection of wind power developers for setting up of 1200 MW ISTS-connected wind energy projects anywhere in India.

The last date for bid submission is September 16, 2019, and the techno-commercial bids will be opened on the same date. The date and time for opening of the financial bids and reverse auction will be intimated to the technically successful bidders later. All bidders must submit an Earnest Money Deposit of Rs 6 lakh per MW of bid capacity along with their bids.

As per the IFB, the minimum project size a developer can bid for in the tender is 50 MW and the maximum bid capacity is limited to 600 MW. NTPC will enter into a power purchase agreement (PPA) with the wind power developers for a period of 25 years from the signing date of the PPA. The maximum tariff payable to each developer has been set at Rs 2.85/kWh fixed for the entire PPA duration of 25 years.

The scope of work for the selected bidders will include the design, supply, assembly, installation, testing, and commissioning of the plants on a Build-Own-Operate (BOO) basis. The selected developers will have a period of 18 months from the date of handing over of the project to complete the work. Bidders will also be responsible for arranging the land and transmission for the project.

Recently, it was announced that NTPC had issued a tender for the procurement of power from existing solar PV power plants and wind power plants up to a cumulative capacity of 100 MW. According to the IFB, the power procured will be utilised for flexible generation of the company’s thermal power projects.

Earlier, the company had announced that it is planning to set up an ultra-mega solar park in the Kutch region of Gujarat with an estimated capacity closing on 5 GW with an investment of more than Rs 20,000 crore.
