NTPC Seeking Developers for 735 MW Solar Projects in Nokh Solar Park

NTPC has issued an Invitation for Bids (IFB) seeking developers for setting up 735 MW of solar projects in the Nokh Solar Park in Rajasthan.

NTPC Ltd has issued an Invitation for Bids (IFB) seeking developers for setting up 735 MW of solar projects in the Nokh Solar Park in Rajasthan. The projects will be developed as 3 adjacent 245 MW solar projects in the park.

The scope of work for the selected bidders will include the design, engineering, manufacturing, supply, packing and forwarding, transportation, unloading, storage, installation and commissioning of the grid-connected capacity of 735 MW (to be awarded to multiple bidders in single/multiple blocks of 245 MW each) solar PV project in complete EPC mode at Nokh Solar Park, Rajasthan. Upon commissioning of the project, the developers will also be required to provide Operation & Maintenance (O&M) for the solar plant along with electrical equipment, consumables and spare parts for a period of three years from the date of successful completion of a trial run.

The last date for bid submission is February 22, 2021, and the techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for February 15, 2021, to address the concerns raised by the prospective bidders. The date and time of opening of the financial bids and e-reverse auction will be intimated separately by NTPC.

As per the tender, only domestically manufactured solar PV cells and modules shall be used in the projects to be set up through this tender.

To be eligible for participating in the bidding process, the bidders must have designed,  supplied,  erected/ supervised erection and commissioned/ supervised commissioning of solar PV based grid-connected power plant(s) of cumulative installed capacity of 40 MWp or higher, out of which at least one plant should have been of 10  MWp or higher capacity. The reference plant of 10 MWp or higher capacity must have been in successful operation for at least six months prior to the date of techno-commercial bid opening.

Financially, the average annual turnover of the bidder should not be less than – (table) – during the last three financial years. And the net worth of the bidder as on the last day of the preceding financial year should not be less than 100 percent of their paid-up share capital.

In March 2020, NTPC had issued a tender for the Balance of System (BOS) package for the development of 735 MW (3X245) Nokh Solar Project. The scope of work for the selected bidders included the design, engineering, manufacturing, supply, packing and forwarding, transportation, unloading storage, installation, testing and commissioning of solar photovoltaic excluding supply of solar PV modules. The tender however didn’t garner much response.

More recently in January, the power major had issued a tender for the selection of solar power developers for setting up a 190 MW grid-connected solar PV power project at the Nokh Solar Park in Jaisalmer. The last date for bid submission on the tender is February 10, 2021.
