NTPC RFS To Empanel Developers For 1000 MW ISTS Connected Solar Projects

National Power generator NTPC has issued a request for selection (RFS) document, with a last date of May 13, for solar developers (SPD) open to setting up Grid- connected Solar-PV Power Projects of aggregate capacity of 1000 MW on the land to be identified & arranged by the SPDs anywhere in India. NTPC shall purchase the solar power from these solar plant(s), the power purchase from these plant(s) shall be utilize to replace with thermal power of Solapur and Kudgi Thermal Power stations under the scheme of “Flexibility in Generation and Scheduling of Thermal Power Stations to reduce emissions”

With an initial purchase price of Rs 1.91/kWh for the first contract year, and that will be escalated at a rate of 01 (one) paisa/kWh per year till the period of 25th year. NTPC shall also reserve the right to take over the SPV (a company especially incorporated/acquired as a wholly owned subsidiary of successful bidder for execution of this project) after completion of 05 year from Commercial Operation Date (COD). The SPD shall quote “SPV Handover Cost” in Indian Rupees per Million Unit (Rs/MU) in their bid. Selection of successful Solar Power Developers (SPDs) shall be done on the basis of lowest quoted ‘SPV Handover Cost’ through competitive bidding.

The Solar projects already under construction or yet to be commissioned or commissioned but selling solar power on short term merchant basis may also be considered for the selection under this tender subject to the condition that these projects have not been accepted under any State or Central Scheme and also do not have obligation to sell the power to any beneficiaries and they are in compliance with provisions of this RfS documents. A partial capacity of solar PV Power Plants for which PPA has not been signed can also be offered by the bidder subject to meeting minimum offered capacity requirement of 250 MW.
