NSPCL Invites EPC Bids for 25MWp Solar Power Project in West Bengal

The 25 MWp Solar PV power project shall be implemented in a single EPC package under domestic competitive bidding using Non DCR (open category) manufactured PV modules and cells.

Solar Power Project in West Bengal

NTPC-SAIL Power Company Limited (NSPCL), a Joint Venture of NTPC Limited and Steel Authority of India Limited, is in the process of setting up a 25 MWp Photovoltaic Solar Power Project in the vicinity of Kulti Steel Plant (KSP) at Kulti, District Paschim Bardhaman in West Bengal.

NSPCL has invited online bids from eligible bidders on Single-Stage-Two Envelope (i.e. Envelope-I: Techno-Commercial Bid and Envelope-II: Price Bid) with Reverse Auction for Development of aforesaid Project using PV cells and modules from any source (Non-DCR/ Open category) as per the scope of work briefly mentioned hereinafter.

NSPCL is intending to set up a 25 MWp Solar PV plant at Kulti Steel Plant of SAIL in West Bengal. The 25 MWp Solar PV power project shall be implemented in a single EPC package under domestic competitive bidding using Non DCR (open category) manufactured PV modules and cells. Further, this EPC package is proposed to be awarded to single bidder in single block of 25 MWp with suitable award criteria intimated separately in the bidding documents.

The scope of work includes:

  • Geo-technical investigation & Topographic survey of site
  • Basic Engineering of the plant and systems
  • Site Grading & Clearing of vegetation.
  • Water supply arrangement.
  • Construction of Pre-Engineered type Inverter room with Power conditioning unit and associated LT and HT switchgear in case of indoor installation.
  • Construction of Central Monitoring and Control Station ( CMCS ) with Switchgear Room, SCADA Room, Store Room, Battery, Charger & UPS Room, Inverter Room, Supervisor Room, Pantry, Gents & Ladies Toilets with all electrical fitting and furniture etc.
  • All associated electrical and civil works
  • Supply, Installation and commissioning of SCADA along with supply and laying of OFC and associated hardware, software, cables and instruments.
  • Detailed design of all the equipment and equipment system(s) including civil works.
  • Providing, Review and approval of engineering drawings, data, process

The Bidder shall also jointly facilitate in resolution of Land Acquisition issues, if any, related to the Project. Any due payments arising out of the Land Acquisition process shall however be paid by owner to the appropriate Authorities. Further, bidder shall provide comprehensive operation & maintenance of the plant & transmission system for a period of 5 years from the date of successful completion of trial run.

The last date for document Sale commencement is October 23, 2017.
