NLC Issues Tender for 200 MW ISTS Connected Solar Project

Neyveli Lignite Corporation Limited (NLC) has invited tenders for setting up of 200 MW Solar Power Project that will be ISTS connected on a pan-India basis. The developer will also have to provide three years’ of O&M services.

The bid guarantee has been kept at Rs 5.47 crore. The last date of submission is May 9, 2023. The pre-bid meeting will take place on April 20, 2023.

The entire scope of work shall be carried out by the developer on lump-sum turnkey basis, NLC tender says.

The scope of work includes getting approval for connectivity and Long Term Access (LTA), Procurement of land/lease of Government or PSU land, Design, Engineering, Site development, Manufacture, Inspection at supplier’s works, Supply, Insurance, Transport, Storage, Erection, Testing & Commissioning of 200MW SPP along with Associated Evacuation System from the Power Export Sub Station up to the Delivery Point at ISTS/CTU Sub Station.

NLC shall issue Bank Guarantee and bear the Bank Guarantee charges applicable towards LTA.

As per the NLC tender, the project should complete within 15 months from the date of the LoA. The scope also includes O&M of entire SPP till extended bay at Delivery Point, at free of cost for the warranty period of 12 Months from COD (Commercial Operation Declaration) and Paid O&M of SPP for a period of 3 years after the warranty period.

NLC held that a bidders must have within last 7 years, executed contracts for the supply, installation, and commissioning of grid-connected solar power projects of cumulative installed capacity of 10 MW or above.

The NLC document reads that at least one project out of the total capacity must have been of 5 MW capacities or above in a single location, which should be in successful operation for at least six months as of the bid opening date.

As far as financial eligibility is concerned, NLC said that bidders should not have an average annual turnover of less than Rs 219 crore for the last three consecutive financial years.

Last year, the Assam Government had approved Rs 1000 crore for solar power generation in collaboration with NLC. Coal India Ltd had also signed an MoU with NLC for solar power generation to the tune of 3 GW.
