NHPC Seeks EPC Contractors For 40 MW Solar Plant in Odisha

The National Hydroelectric Power Corporation (NHPC) has issued tender seeking bids from EPC contractors for the deployment of 40 MW of grid-connected solar power project at Ladeihil village in Ganjam district of Odisha.

The scope of work for the selected bidders will include the design, engineering, procurement, manufacturing, quality assurance, testing, insurance, supply, installation, commissioning of the solar power project at Ladeihil village in Ganjam district of Odisha. And, will also include the comprehensive operation and maintenance of the project for a period of ten years. The selected developers will have a period of 9 months from the award of the contract to complete the work on the project.

The last date for bid submission is May 21, 2019, and the technical bids will be opened on May 22, 2019. A pre-bid meeting has been scheduled for April 18, 2019, to address the concerns raised by prospective bidders. All bidders must submit an Earnest Money Deposit of Rs 3 crores along with their bids.

To be eligible, a bidder should have completed a one solar power project of 32 MW on EPC basis as a contractor or developer in last five years, or two solar power projects of at least 20 MW capacity each, or three solar power projects of at least 16 MW capacity each.

Additionally, the average annual turnover of the bidder should not be less than Rs 364 crores in the last three financial years and should have a working capital of Rs 40 crores.

The successful bidder is also expected to construct a 132 kV transmission line and power evacuation infrastructure for the project and provide operation and maintenance services for ten years.

Recently, NHPC issued multiple (4) tenders for setting up 2,089.64 kW of rooftop and small solar power projects at various stations of NHPC. With just a 5 year requirement for O&M, it does appear to be one method adopted to keep bid prices low. 

The projects will be developed at NHPC stations in Uttarakhand, Jammu & Kashmir, Himachal Pradesh, and Assam. The last date of bid submissions for all four tenders is March 19, 2019 (online) and March 22, 2019 (offline) and the pre-bid meetings have been scheduled for February 20, 2019.
