MSEDCL Offers 12 yr PPA In RFS for 300 MW Wind Project

After a push from Hybrid projects, wind energy continues to get a fillip from state level demand too. The Maharashtra State Electricity Distribution Company Ltd. (MSEDCL) has invited RFS (request for selection) for procurement of 300 MW of wind power on a long-term basis through a competitive bidding process from inter-state wind power projects.

The last date for submitting the online bid is January 06, 2023, till 04:00 pm and the bid will be opened on the same day. However, a ceiling tariff for this 300 MW of wind power tender is Rs 2.65 /kWh, which might dampen the enthusiasm of many potential bidders. The successful bidder and MSEDCL will enter into a power purchase agreement (PPA) for 12 years beginning on the PPA execution date.

The cost of the RFS document is 25,000/- (excluding GST), which is non-refundable. Each interested bidder will also have to pay Rs. 10,000 per MW (excluding 18% GST) as a bid processing fee, which is also non-refundable. The awarded bidder must pay Rs. 1.18 lakhs per MW as an earnest money deposit. 

The tender is accessible to wind power plants that are currently wheeling or selling electricity under open access or temporary PPAs. These winning bidders will supply power from their projects by the new PPA terms and from the time it goes into effect or when the current EPA expires, whichever comes first.

The type-certified wind turbine models mentioned in the Revised List of Models and Manufactures (RLMM) will be permitted in the case of the repowering of wind turbines to guarantee that only high-quality systems are installed. The current intrastate wind energy projects will keep connecting to the grid.  

Within six months of the PPA’s execution with MSEDCL, it must also install the whole system for real-time data visibility by the guidelines and requirements of the state load despatch center, Kalwa. During the whole 12-year PPA term, the wind power generator will be permitted to repower the project as needed for a maximum cumulative time of six months. During this time of repowering, the generator will not be in default for failing to deliver power.
