MNRE Designates SJVN Limited As Intermediary Procurer, RE Implementing Agency

In an order released today, the Ministry of New and Renewable Energy (MNRE) designated Satluj Jal Vidyut Nigam (SJVN) Limited as an intermediary procurer/renewable energy implementing agency. The move comes after the government enterprise requested the ministry for such an order.

The ministry order said that such recognition was given to the Maharatna central enterprise for purposes of the Electricity Act and other regulations for Tariff based competitive bidding processes meant to produce renewable energy. 

Some other government enterprises like National Thermal Power Corporation (NTPC), National Hydron Power Corporation (NHPC), and Solar Energy Corporation of India (SECI) already enjoy this power to act as an intermediary procurer and renewable energy implementing agency for clean energy projects. 

“MNRE, after due consideration, designates SJVN Limited as Intermediary Procurer/ Renewable Energy Implementing Agency (REIA), for the purposes of the· Electricity Act, Central Electricity Regulatory Commission (Connectivity and General Network Access to the Inter-State Transmission System) Regulations, 2022, as amended by (First Amendment) Regulations, 2023 and Guidelines issued by the Central Government under Section 63 of the Electricity Act, for Tariff Based Competitive Bidding Process for Procurement of Renewable Power…” the order from the ministry said.

Meanwhile, the ministry also laid down some conditions for SJVN, like floating bids per the standard bidding norms of the government and abiding by the MNRE suggestions in renewable energy tenders. The ministry also asked the government institution to coordinate with other renewable energy implementing agencies like SECI, NTPC, NHPC, and others to float tenders and open bids to avoid concurrent bids. 

The MNRE said that the term ‘Intermediary Procurer’ is mentioned in the Standard Bidding Guidelines of the MNRE and ‘Renewable Energy Implementing Agency’ is mentioned in the Central Electricity Regulatory Commission (Connectivity and General Network Access to the Inter-State Transmission System) Regulations, 2022, as amended by (First Amendment) Regulations, 2023.
