Maldives seeks bids for grid modernisation under World Bank-aided project

The Maldivian Ministry of Finance has invited bids for the delivery of grid infrastructure works to support grid modernization as well as the integration of solar PV in the network on 15 islands.

The Government of the Republic of Maldives has received financing from the World Bank toward the cost of the ‘Accelerating Renewable Energy Integration and Sustainable Energy (ARISE)’ project and intends to apply part of the proceeds toward payments under the following contracts:

Grid-Upgrading in Selected Islands in the Maldives

  • Lot One: Grid-Upgrading in Addu City mainland, Addu City Hulhumeedhoo, Fuvamulah City, and GDh. Thinadhoo.
  • Lot Two: Grid-Upgrading in B. Eydhafushi, Lh. Hinnavaru, Kulhudhuffushi City.
  • Lot Three: Grid-Upgrading in L. Fonadhoo, interconnected network of L. Isdhoo, Kalaidhoo and Dhanbidhoo, L. Maabaidhoo, L. Kunahandhoo, L. Hithadhoo and Sh. Funadhoo.

The Ministry of Finance, on behalf of Ministry of Environment, Climate Change and Technology, will conduct bidding through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”).

Interested bidders may register with the Ministry of Finance for the project, from March 16, 2022 to May 30, 2022, between 8 AM and 2 PM on all working days (during Ramazan: 9:30 AM to 1 PM). The eligibility criteria can be checked here.

All Bids must be accompanied by a Bid Security. The value of bid security for separate lots are as follows:

  • Lot One: USD 300,000.00
  • Lot Two: USD 90,000.00
  • Lot Three: USD 100,000.00

Bids must be delivered to the appropriate address on or before June 1, 2022 at 01:00 PM Male’ Time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened on June 1, 2022 at 01:00 PM Male’ Time.

The Maldives has a net-zero target by 2030, which is one of the most ambitious targets for an island nation.
