MSEDCL Seeks Approval From MERC For Energy Storage Facility In Unique Bidding

MSEDCL Seeks Approval From MERC For Energy Storage Facility In Unique Bidding

Maharashtra State Electricity Distribution Co. Ltd (MSEDCL) has filed a petition with the Maharashtra Electricity Regulatory Commission (MERC) for approval of procurement of 250 MW flexible and schedulable power from renewable energy sources with green-shoe option along with an energy storage facility for 25 years and approval of the related tender documents.

Maharashtra State Electricity Distribution Co. Ltd. to reframe draft RfS documents as per the observations noted in Para (12) and float the tender. Post bidding process in case MSEDCL decides to file tariff adoption petition, said petition shall include detailed analysis of financial implications.

 

Bid Capacity 

The Maharashtra Electricity Regulatory Commission had shot down MSEDCL’s proposal of stipulating minimum bid capacity as 100 MW. The Commission had ruled that expanding minimum bid capacity from 50 MW to 100 MW would drastically impact participation of prospective bidders in the bidding process. Hence, following this directive, MSEDCL revised the bidding capacity of 50 MW.

Green-Shoe Option 

In the revised tender, MSEDCL is taking into consideration the green shoe option by calling bids for 250+250 MW under it. The bid document made a mention of the fact that while the bid capacity is 250 MW, but if discovered tariff is economical to MSEDCL then, additional 250 MW capacity can also be contracted.

The Order

The Commission Office shared data gaps with regards to the MSECDL petition. The data gaps those on power procurement options analysis, CUF considerations, capacity ratings and compliance of impugned order.

MSEDCLS is to now reframe the draft RfS documents as per the observations as shared and float the tender.
