Karnataka: Transmission Bid Issued To Evacuate 2GW Solar Power

Karnataka has launched a major tender to establish a high-capacity transmission network for evacuating 2,000 megawatts (MW) of solar power from a proposed solar park in Ryapte village, Tumkur district, as the southern Indian state ramps up efforts to expand its renewable energy infrastructure.

REC Power Development and Consultancy Ltd (RECPDCL), acting on behalf of the Karnataka government, has invited bids for selecting a Transmission Service Provider (TSP) under a build, own, operate and transfer (BOOT) model. The successful bidder will acquire 100% equity in the special purpose vehicle Ryapte Power Transmission Ltd, and execute the project, including ownership, construction, and operation for 35 years.

Under the tender, the selected TSP will develop an intra-state transmission system comprising key infrastructure such as:

  • 5x500 MVA, 400/220 kV substation at Ryapte, featuring interconnecting transformers, bus reactors, and multiple bays for line connectivity and future expansion.
  • 3x500 MVA, 400/220 kV GIS substation at Doddathagalli (near Hosakote), with land to be provided by the Karnataka Power Transmission Corporation Ltd (KPTCL).
  • Several 220 kV double-circuit lines using overhead and underground cables to connect with nearby substations at Ekarajapura, Hosakote New, Malur, and Sarjapura.
  • Two major 400 kV double-circuit lines – one connecting Ryapte to Doddathagalli, and the other linking Doddathagalli to Kolar.

The scope also includes securing all regulatory clearances, permits, and rights of way, and obtaining a transmission licence from the Karnataka Electricity Regulatory Commission.

The commercial operation date (COD) for the entire scheme is targeted within 24 months from the effective date, with all assets to be transferred to KPTCL or a designated agency free of cost after 35 years.

The bidding process will follow a tariff-based competitive format, comprising technical and financial evaluations and a reverse e-auction. Interested parties can purchase the bid documents for ₹500,000 or US\$7,000 plus GST. Technical bids are due by 3:00 PM IST on August 12, 2025, with financial bids to be submitted between August 21 and 22, 2025.
