Jharkhand Issues 50 MW Solar EPC Tender At Thermal Station Solar Project

Tenughat Vidyut Nigam Ltd (TVNL) has floated a tender to develop and commission a 50 MW (AC) grid-connected solar photovoltaic (PV) power project at the Tenughat Thermal Power Station (TTPS) in Lalpania, Bokaro district, Jharkhand. TVNL is a Jharkhand government owned entity.

The company is seeking engineering, procurement, and construction (EPC) contractors for the project, along with comprehensive operation and maintenance (O&M) services for 10 years—split into an initial five years, extendable by another five based on vendor performance. The last date for bid submission is June 11, 2025.

Scope Of Work

The tender issued by Tenughat Vidyut Nigam Ltd (TVNL) mandates the selected bidder to construct a grid-interactive solar photovoltaic (PV) power plant and evacuate power to a 220 kV substation at the Tenughat Thermal Power Station (TTPS), Lalpania, Bokaro, Jharkhand.

The scope of work includes deploying appropriate solar PV technology, installing high-tension (HT) and extra-high-voltage (EHV) overhead transmission lines or underground cables with all required electrical equipment, and constructing bays up to the point of interconnection at the 220 kV substation. It also includes comprehensive operation and maintenance (O&M) of both the solar plant and evacuation system for 10 years—initially five years, extendable by another five based on the vendor’s performance.

As per the tender document, offers must remain valid for 180 days from the opening date of the technical bid. The project is scheduled to be commissioned within 300 days from the issuance of the Letter of Intent (LoI) or Work Order (WO). Regarding commissioning and operations, the Performance Guarantee (PG) Testing Period and the O&M period will commence on the date of successful completion of the Operational Acceptance Test (OAT), provided the contractor completes the test on the first attempt within 30 days from the project’s commissioning.

About The Project

Tenughat Vidyut Nigam Ltd (TVNL) 50 MW (AC) solar photovoltaic project in Lalpania, Bokaro district, Jharkhand according to the tender document, has a total of 188.11 acres of land—already under the possession of TVNL—has been identified as feasible for the installation. Ten unused zones within the TTPS premises have been earmarked for setting up the solar PV plant.
