IPGCL Tenders for 5 MW Rooftop Solar Projects Under Open Category

IPGCL has issued a tender for 5 MW grid-connected rooftop solar PV projects of various capacities across Delhi under Open category

The Indraprastha Power Generation Company (IPGCL) has issued a tender, inviting bids from eligible parties under the open category for 5 MW grid-connected rooftop solar PV projects of various capacities across Delhi.

The scope of work for the selected bidders will include the identification of buildings or leasing rooftops for a period of 25 years. The successful bidders will also be responsible for the complete design, engineering, manufacture, supply, storage, civil work, erection, testing, and commissioning of the grid-connected rooftop solar PV projects including the operation and maintenance services for five years.

The IPGCL has floated this tender on behalf of the Energy Efficiency and Renewable Energy Management Center, which is Delhi’s nodal agency. The installation of solar PV projects is for residential, social, and institution segments only.

The last date for bid submission is November 15, 2019, and upon the award of the contract, the selected developers will have until December 6, 2019, to complete the work on the project.

In 2016, the IPGCL had called for Expressions of Interest (EoI) for the allocation of a capacity of 35 MW under eight different parts, i.e., CAPEX Part A, B, C, D, and E, and RESCO Part A, B, and C for the finalisation of the project cost.

The lowest project cost for the CAPEX model and tariff for the RESCO model will be applicable for the issuance of central financial assistance (CFA) under this open category capacity of 5 MW. The allocation of 5 MW of solar projects will be on a first-come, first-serve basis. The applicable subsidy will be disbursed directly to the solar power developer.

To be eligible, the bidders should have designed, supplied, installed, and commissioned grid-connected solar PV power projects of at least 20 kW (for CAPEX Part A and D) which should have been commissioned prior to the techno-commercial bid opening date.

The eligibility criteria for CAPEX Part B, C, and E and RESCO Part A, B and C are that the prospective bidder should have designed, supplied, installed, and commissioned grid-connected solar PV power projects having an aggregate capacity of not less than 50 kW.

In June, IPGCL had invited bids from eligible bidders for setting up rooftop solar power systems under a new 21.5 MW rooftop solar scheme for government buildings in the state of Delhi under CAPEX and RESCO models.
