Haryana Issues Tender for 20 MW Rooftop Project Under RESCO Model

The Haryana Renewable Energy Development Agency (HAREDA) has issued a tender for selection of bidders for commissioning a 20 MW rooftop solar PV in Haryana under the RESCO mode.

Renewable Energy Service Companies (RESCO) have been invited to submit bids for the supply of solar power on RESCO Mode by installation and commissioning of Grid-Connected Rooftop Solar Power Plants with a net metering facility of the tentative capacity of 20 MW on Government buildings in the state.

The last date of bid-submission is February 15, 2019, and the technical bids will open on the same day.

All bidders will be required to submit an Earnest Money Deposit (EMD) of Rs 2 lakhs along with their bids. The minimum capacity to be quoted by the bidder must be at least 2 MW capacity.

The generated solar power will be utilised for captive consumption under RESCO mode under the Net Metering Regulations. The scheme aims to reduce fossil fuel based electricity and make buildings self-sustainable from the point of electricity consumption.

Under RESCO Mode, the entire system will be owned by the developer. The responsibility of O&M for the system lifetime (25 years) is also with the developer. Rooftop owners may consume the electricity generated, with the excess electricity that is generated exported to the grid under the net metering facility. The rooftop owner has to pay a pre-decided tariff on a monthly basis for the energy generated from the solar power plant.

To be eligible, a bidder should have successfully completed the supply, installation & commissioning of Grid-Connected Rooftop Solar Power Plants of minimum 40 % (cumulative capacity) of quoted capacity on or after 01.04.2016, which should have been commissioned at least one months prior to the date of start of this tender.

And, the bidder should have minimum average annual turnover Rs 2 crore/MW in the last three years, ending 31st March of the previous Financial Year.
