Haryana Tenders for 57 MW Solar Projects at 3 Locations

Haryana has tendered for the development of solar PV power plants at three sites in the state worth a cumulative capacity of 57 MW.

The Haryana Power Generation Corporation (HPGCL) has issued a tender for the development of solar PV power plants at three sites in the state worth a cumulative capacity of 57 MW.

The three sites that have been pre-selected for the projects are the (1) new ash dyke area at FTPS, Faridabad where a 30 MW plant will be developed, (2) area near the ash dyke at DCRTPP, Yamuna Nagar where a 15 MW plant will be developed and lastly (3) at WYC Hydel Yamuna Nagar where a 12 MW plant is to be developed.

The scope of work for the selected bidders will include the design, engineering, procurement, supply, construction, and commissioning of the solar plants. All three plants will be built on Build, Operate and Transfer (BOT) for a period of 25 years. The developers will have a period of 300 days from the date of handing over to complete the work on the projects.

The last date for bid submission is October 14, 2019, and the techno-commercial bids will be opened on October 18, 2019. The date and time of opening of the price bids will be intimated to the technically accepted bidders later.

The estimated cost of the project is Rs 188 crore, and all bidders are required to submit an Earnest Money Deposit of Rs 5.7 crore (or Rs 10 lakh per MW of bid capacity) along with their bids.

To be eligible for participating in the bidding process, the bidders should have experience of the required scope of work for the project for

  1. Single order capacity of 5 MW or
  2. Two orders capacity of 3 MW or
  3. Three orders capacity of 2 MW each

Financially, the average turnover of the bidders for the last three years must be Rs 6 crore.

The successful bidders will sign a power purchase agreement (PPA) with HPGCL for a period of 25 years. The ceiling tariff for the bids has been set at Rs 3.30 per kWh.
