Haryana Power Purchase Center, which is a joint venture between UHBVN (Uttar Haryana Bijli Vitran Nigam) and DHBVN (Dakshin Haryana Bijli Vitran Nigam) has issued a tender and invited bids for 500 MW solar electricity from Haryana-based grid connected solar projects.

The last date to submit the bids online is May 24, 2023. The bids open on May 25, 2023.

The EMD is Rs 800,000  per MW.

Before signing the PPA, the successful bidder will have to provide a bank guarantee of Rs 24,373 per MW.

The ceiling rate has been fixed at Rs 3.38/kWh by HPPC.

The bidders’s net worth must not be under Rs 1 crore/MW of the quoted capacity for the most recent fiscal year. Either bidders must have internal resource generation capability in the form of profit before depreciation, interest, and taxes for at least Rs 10 lacs.

The developer will look after the design, finance, procurement of land, engineering, procurement, construction, operation, and maintenance of the projects per the provisions of the PPA to be executed between the solar power developer and HPPC.

Recently, Haryana made the renewable purchase obligation (RPO) system more dynamic and eased the liability of stakeholders as it has included wind energy within the ambit of RPO. In an important development, the Haryana Electricity Regulatory Commission (HERC) has amended the policy on RPO by including wind energy and aligning solar energy to the other categories of RPO.
