Haryana Issues Tender To Solarise Its Govt Buildings With RTS Renewable Investments In Africa Need To Grow 5 Times: Report

The Haryana Renewable Energy Development Agency (HREDA) has now issued a tender to solarise its government buildings with solar rooftops for a period of 25 years. The tender mandated the bidders to supply solar power by commissioning grid-connected rooftop solar power plants on the rooftops of government buildings across the state. 

HREDA, through the tender, asked the bidders to submit their bids based on an annual rate contract basis. It has fixed the online bid preparation and submission date to July 17. It also exempted the Haryana-based MSME and Khadi Village Industries units working in the renewable sector from submitting any tender fee or earnest money deposit (EMD). At the same time, for non-Haryana firms, there are separate charges for the same. 

The eligibility criteria said that the bidders must be registered manufacturers or system integrators of solar modules. It also said that only the solar firms listed under the Approved List of Module Manufactures (ALMM) would be eligible to apply for the bid. The tender document said only those bids would be entertained, with a minimum capacity of 3 MWp (aggregated). It said that bids with less than 3 MW capacity would be rejected.

It also mandated that the bidders have a maximum average annual turnover of Rs 2 crore/MW in the last three years. It also laid down other criteria for bidding for this tender, including its past track record and experience in the sector. 

“Bidder should have successfully completed Supply, Installation & Commissioning of Grid Connected Rooftop Solar Power Plants of minimum 40 % (cumulative capacity) of quoted capacity during last three years up to the last date of bid submission form any State / Centre Govt. Agency / Department/ Organization/ autonomous body/ private sector verified by SNA. The list of project commissioned along with the JCRs issued or verified by State Nodal Agencies/ any Govt. Deptt./agency shall be uploaded along with the bid,” the tender document read. 

It also asked the bidders to ensure that the supply, installation and commissioning of these projects should be done within three months from the date of signing of the Power Purchase Agreements (PPAs). The bidders would also have to ensure the successful commissioning of net meters. 

The tender also discussed the levelized tariff for 25 years for such projects. It said, “The Levellized Tariff of 25 years shall include all the costs related to the above Scope of Work. Bidder shall quote for the entire facilities on a “single responsibility” basis such that the total Bid Price covers all the obligations mentioned in the bidding Documents in respect of Design, Supply, Erection, Testing and Commissioning including Warranty, Operation & Maintenance for a period of 25 years, goods and services including spares required if any during O&M period. The Bidder has to take all permits, approvals and licenses, Insurance etc. at their own cost.”

It also added, “The Levellized tariff for 25 years shall remain firm and fixed and shall be binding on the Successful Bidder till completion of work. No escalation will be granted for any reason whatsoever. The bidder shall not be entitled to claim any additional charges, even though it may be necessary to extend the completion period for any reasons whatsoever.”
