Gujarat Power Utility Floats Tender for 131 MW Solar Plants

Gujarat State Electricity Corporation Limited (GSECL) has invited bids for setting up a 131 MW solar plant at various locations in the districts of Surendranagar and Morbi, Gujarat. The bid submission deadline is February 2, 2022, 4 pm.

The full scope of the project is as follows: The design, engineering, supply & procurement, construction, erection, testing, commissioning, operation and maintenance of 131 MW solar photovoltaic grid-connected power plants at various locations around Gujarat Energy Transmission Corporation Limited (GETCO) substations of Surendranagar & Morbi Districts in Gujarat.

The total capacity of 131 MW is distributed among 7 locations: Sayla (42 MW), Hasanpar (13 MW), Vitthalpar (15 MW), Khanpar (10 MW), Lunsar (30 MW), Jambudiya Vidi (11 MW), and Garida (10 MW).

The tender document gives the following key details:

  • Last date and time for the receipt of queries/ clarifications: 15.02.2022
  • Day and time of the online pre-bid meeting: 18.02.2022, 12:00 Hrs.
  • Deadline for the physical receipt of the bid with all the relevant documents: 07.03.2022, 16:00 Hrs
  • Bid Validity : 120 days from the date of opening of the technical bid
  • Tentative date for the completion of operational acceptance test: 1 month from the date of commissioning
  • Operation and Maintenance (O&M) : 5 years from the start of the Performance Guarantee (PG) test period
  • Tender Fee (non-refundable) : INR 25,000 + GST as applicable
  • Estimated Cost of Tender : INR 524 crores.
  • Earnest Money Deposit (EMD)/ bank guarantee (refundable): INR 5,24,00,000

Some requisite eligibility qualifications for applicants to be successful are given in the tender document as follows:

  1. Technical: The bidder should have designed, supplied, and erected, supervised and commissioned in MW scale of Solar Photo Voltaic (SPV) based grid connected power plant(s) of cumulative installed capacity(in MWp) of 20% or higher of total bid capacity, out of which at least one plant should have been of 5% or higher (in MWp) of total bid capacity. The reference plant of minimum capacity must have been in successful operation for at least 6 months prior to the date of techno-commercial bid opening.
  2. Financial: Cumulative Turnover of the bidder for last 3 financial years must be at least 4.0 Cr. X 131 X 0.7 = 367 crores. The net worth of the bidder during the last financial year must be positive. [Net Worth = (Equity + Reserves) – (Revaluation reserves+ intangible assets + miscellaneous expenses to the extent not written off + carried forward losses)].
