DWSS Floats 8.7 MW of Solar Tender to Power Water Supply Systems in Punjab 206 MW solar project

State-owned Department of Water Supply and Sanitation (DWSS) has invited bids to install 8.7 MW capacity solar projects at 970 rural piped water supply systems in Punjab. 

The last date for submitting the bid for this DWSS solar tender is January 12, 2023, and the bid will be opened on January 13, 2023.

The scope of work shall include design, engineering, testing, supply, packing and forwarding, transportation, unloading, storage, installation, and commissioning of grid-connected floating and/or ground mounted Solar PV projects (to be awarded to multiple/single bidders/applicants) on turnkey basis, as well as comprehensive operation & maintenance of the project for five (5) years from the date of successful commissioning.

The estimated total cost of the tender is Rs 56.753 crores. The awarded bidder will have to submit Rs. 3 lakhs as an Earnest Money Deposit (EMD) in the form of a Bank Guarantee. Each awarded bidder will have to submit 5% of the contract price as a performance bank guarantee (PBG) within 21 days from the date of issuance of the allocation letter. 

In the previous five years, bidders should have completed at least one similar project for at least 80% of the anticipated project cost, two similar projects worth at least 50% of the projected cost, or three similar works worth at least 40% of the estimated project cost. 

The minimum financial turnover of bids must equal 40% of the estimated project cost in any of the previous five fiscal years. During the execution of the job, bidders will be required to invest up to 25% of the contract value.

The solar cells and modules that will be used in the project must be produced in India. Solar modules must have a minimum capacity of 250 Wp and an efficiency of more than or equal to 16%. The performance warranty for the modules shall be >90% for the first 10 years and >80% for the next 15 years. 

Additionally, they should have a performance warranty of more than 97% for the first year after installation, and the modules should degrade at a rate of less than 1% annually. Over 25 years, the expected electrical degradation of the power generated should not exceed 20% of the lowest rated power, and after ten years of the fully rated initial output, it should not exceed 10%.
