Chhattisgarh Invites Bids For 20,000 Solar Water Pumps Across State India's Solar Capacity Crosses 75 GW, Says Latest CEA Report

Chhattisgarh Renewable Energy Development Agency (CREDA) has issued a tender inviting online bids to install 20,000 solar water pumps across the state. The tender pertains to standardisation of rates for survey, design, manufacture, supply, transport, installation, testing, and commissioning of off-grid Solar Photovoltaic Water Pumping Systems (SPWPS) of capacities 02, 03 & 05 (HP) anywhere in Chhattisgarh. This will further include a complete system warranty, CMC, insurance, and repair and maintenance for 5 Years under the Saur Sujla Scheme.

According to the tender document, 1000 irrigation pumps of 2 HP are required while 14,000 pumps of 3 HP are required whereas 5,000 pumps of 5 HP are required. An earnest money deposit of Rs 5 lakhs needs to be deposited. The bids can be submitted online from March 7 to March 27. The technical bid will be opened on March 28 while e-price bidding will take place on April 4. The declaration of eligible bidders for technical bids will be done on April 4.

CREDA tender also specifies the eligibility criteria that require bidders of Chhattisgarh to have minimum direct experience of supply and installation of 250 pumps and that of another state should have minimum direct experience of supply and installation of 700 irrigation pumps under a govt. scheme of any state or market mode scheme of CREDA for 05 years. Further, the bid document states that bidders should have an aggregate turnover of a minimum of 10 crores in 05 years (out of the last 08 financial years i.e. 2015-16, 2016-17, 2017-18, 2018-19, 2019-20, 2020-21, 2021-22 & 2022-23) under SPV Projects.

Also, in case, the bidder, in the future wishes to change components such as module and/or pump/controller or the system configuration as a whole, then they must get prior approval from CREDA in addition to the submission of valid original test report of such a configuration along with written consent of the owner, stated the bid document from CREDA.

The tender also specifies the condition based on which the pumps will be allocated to the bidders which says:

  • Bidders having nil experience in this scheme: 20 nos.
  • Bidders having 01 year of experience in this scheme: 30 nos.
  • Bidders having 02 years of experience in this scheme: 50 nos.
  • Bidders having 03 years of experience in this scheme: 70 nos.
  • Bidders having 04 or more years of experience in this scheme: May be allocated as per their accessed capacity, regularity in the submission of the COMC certificate, and the previous year’s performance.

Bids shall be rejected for all those bidders who are not registered as system integrators with CREDA on or before the date of submission of the bid, according to the tender document. So far as the validity of the bid is concerned, offers will be kept open for acceptance for at least 180 days from the date of opening. After the finalisation of this tender, the approved rates shall be valid till March 31 from the date of award; however, CREDA shall have the liberty to increase or decrease this validity.
