Chhattisgarh Discom Ventures Into BESS With 760 MWh Pilot Tender

Chhattisgarh State Power Distribution Company Limited (CSPDCL) has recently issued a tender to set up pilot projects for 760 MWh (380 MW x 2 hrs) standalone Battery Energy Storage Systems (BESS) in Chhattisgarh. The project will be connected to the state grid, with complete two-cycle charging and discharging operations of the BESS. Bids for the project are open until September 30, 2025.

More states are now introducing BESS tenders. For instance, Haryana recently entered the BESS segment by issuing its first tender through DHBVNL. Earlier this year, the state discom floated this tender for a 2.5 MW/5 MWh project under the Viability Gap Funding (VGF) Support Scheme. Haryana plans to develop the pilot BESS projects under the Build-Own-Operate (BOO) model to operate with two complete charging and discharging cycles daily.

Scope of Work

In the latest tender issued by CSPDCL, the standalone BESS project will be developed under the Build-Own-Operate (BOO) model. Through this tender, CSPDCL is said to make energy storage facilities available to CSPDCL for charging and discharging of the BESS on an “on-demand” basis. Through this initiative, CSPDCL seeks to utilize energy storage systems in line with the state DISCOM  requirements during peak and off-peak hours.

The tender offers a minimum package bid size of 100 MWh for the project. The 380 MW / 760 MWh project would be located in the vicinity of the CSPDCL substations network in Chhattisgarh.

Additionally, the CSPDCL tender also offers land on a Right-of-Use (ROU) basis to the project developer through a suitable agreement. The land area will be provided to the battery energy storage system developer (BESSD) for ROU within 60 days from the effective date of signing the Battery Energy Storage Purchase Agreement (BESPA). The BESS project will have a maximum active output and input power of 380 MW at the delivery point. Additionally, the input power for the project would be supplied by CSPDCL at the delivery point for the contract capacity.
