Haryana Discom Floats First 10 MW/20 MWh BESS Tender With VGF Support

Haryana DISCOM has invited proposals for setting up four grid-interactive BESS projects of 2.5 MW/5 MWh each at 33 kV substations for “on-demand” usage under the Viability Gap Funding (VGF) Support Scheme.  It has sought bids till September 14, 2025.

Haryana Floats First 10 MW/20 MWh BESS Tender With VGF Support

Haryana has stepped into the battery energy storage system (BESS) segment, issuing its first BESS tender. DHBVNL has issued a tender to develop a 2.5 MW/5 MWh project with 33 kV substations for the usage of “on-demand” power under the Viability Gap Funding (VGF) Support Scheme. The projects will be developed under the build-own-operate (BOO) model, with each system operating with two complete charging and discharging cycles daily.  It has sought bids till September 14, 2025.

Out of the total 13.2 GWh BESS projects sanctioned under the VGF scheme, 12.1 GWh will be located in Haryana.  Haryana DISCOM, Dakshin Haryana Bijli Vitran Nigam Limited  (DHBVNL), the tendering agency, which is the successor of the erstwhile Haryana State Electricity Board (HSEB), has invited proposals for setting up four grid-interactive BESS projects under (Phase I) with VGF support.

Scope of Work

DHBVNL, through its tender, seeks to allocate a total capacity of 20 MWh through e-bidding. The minimum bid size is equivalent to the full capacity, i.e., 20 MWh (10 MW x 2 hours). DHBVNL clarified that for each 2.5 MW/5 MWh project, only 350 sq. m of land (or land as per approved drawings) will be allotted to developers. For example:

  • 33 kV Jaglan Substation – 35 m x 10 m

  • 33 kV Khera, Siwani, Bhiwani Substation – 10 m x 35 m

The total capacity of 10 MW/20 MWh will be distributed across the locations listed in Annexure-E. A bidder, including its parent, affiliate, ultimate parent, or group company, may submit only a single bid offering project capacity for all locations out of the total 10 MW/20 MWh. Land will be provided to the developer (BESSD) by DISCOM on a sub-lease/right-of-use basis at an annual lease charge of Re. 1 per plot.
