CEL Tenders for 44 MW Solar Plants at Various Locations in Maharashtra

CEL has issued a tender for the commissioning of 44 MW solar power generating systems between 250 kW and 10 MW at various locations in Maharashtra.

The Central Electronics Limited (CEL) has issued a tender for the commissioning of 44 MW of grid-connected solar power generating systems ranging in capacity from 250 kW to 10 MW at various substations and locations in Maharashtra.

Under this program, CEL will establish solar PV based small power plants/Solar Power Generating Systems (SPGS) with capacities approximately between 0.25 MW to 10 MW on the open, unused lands in the premises of existing substations of Maharashtra State Electricity Distribution Company Limited (MSEDCL).

The scope of work for the selected developers will include the design, engineering, supply, construction, erection, testing and commissioning of the solar energy plants. The work on the project must be completed in a period of 90 days from the date of issuance of the letter of award. The developers will also be required to provide comprehensive operation and maintenance services for the solar systems upon successful commissioning for a period of 10 years.

Sites having a capacity greater than 2 MW shall be designed, supplied, installed and invoiced in the multiples of capacity less than or equal to 2 MW. CEL will supply a minimum of 310 Wp rated solar PV modules at the designated site store provided by the bidder.

The last date for bid submission is December 30, 2019, and the techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for December 23, 2019, to address the concerns raised by the prospective bidders.  All bidders must submit an Earnest Money Deposit of Rs 10 lakh along with their bids.

To be eligible for participating in the bidding process the bidders must have experience of having designed, supplied, tested, installed and commissioned cumulative 4 MW of solar power plants directly or indirectly for any government department/PSU, etc in last 3 years which must include one power plant of 250 kW or higher capacity.

Furthermore, the bidder must have a cumulative turnover of Rs 19 crore in the last three financial years (FY 16- 17, FY 17-18 & FY 18-19).
