CEL Tenders for 2.75 MW Solar Plant at IOCL Bottling Plant in Trichy

CEL has issued a tender for the commissioning of a 2.75 MW solar power plant at the LPG Bottling Plant of IOCL in Trichy, Tamil Nadu.

Central Electronics Limited (CEL) has issued a tender for the commissioning of a 2.75 MW grid-connected ground-mounted solar power plant at the LPG Bottling Plant of the Indian Oil Corp (IOCL) in Trichy, Tamil Nadu.

The scope of work for the selected bidders will include the design, supply of BOS, procurement, construction, erection, testing and commissioning inclusive of 1-year Comprehensive Operation & Maintenance (O&M) of the 2.75 MW solar project. Upon completion of the first phase of work, the developers will be required to provide further comprehensive O&M services for 4 years.

The last date for bid submission is January 20, 2021, and the technical bids will be opened on the same date. All bidders are required to submit an Earnest Money Deposit of Rs 10 lakh along with their bids.

The limited tender is only open for bids from enlisted bidders who have received the proposal email from CEL. Further to be eligible for participating in the bidding process, the bidders must:

  1. have designed, supplied, tested, installed and commissioned cumulative 900 kWp solar power plants including minimum one single project of 500 kWp capacity either directly or indirectly for any government department/ agency in last 3 years.
  2. have a cumulative turnover of Rs 6.6 crore in the last three financial years. 
  3. not have been debarred/blacklisted/defaulted by any government department or agency.

In September, the Indian Oil Corporation had itself issued the tender for the 2.75 MW ground-mounted solar power project at the firms’ LPG bottling plant in Trichy, Tamil Nadu. IOCL had proposed to set up the 2.75 MWp solar project for captive consumption at multiple IOCL locations across Tamil Nadu through the Open Access Agreement and Energy Wheeling Agreement.

However, after being unable to close the tender, IOCL has appointed CEL to conduct the tendering process for the project.
