PSU refiner Bharat Petroleum Corporation Limited (BPCL) has invited bids to set up a 6 MW solar power plant at its Kochi refinery in Kerala. The last date for submitting the bid for this 6 MW solar power project is October 14, 2022, & bids will be opened on the same day.

This BPCL solar tender includes the scope of the work of setting up the solar plant of awarded capacity, including design & engineering, manufacture/procurement, supply, installation, testing, and commissioning including warranty obligation with five years of comprehensive operation and maintenance. 

After the solar modules are delivered to the site, the manufacturer should guarantee that the output will be at least 92% of its rated power after 10 years and 83% of its rated power after 25 years. As certified for solar modules power performance test required by the most recent version of IEC 61215, the solar modules to be used should be of 144 cells, with a rated power of module 540 Wp. 

The cells that are used to make modules should be devoid of any flaws, such as edge chipping, breakages, printing flaws, and top surface discoloration. The modules should have flawless lamination that is applied consistently throughout.

Each interested bidder will have to pay Rs. 10 lakhs as an earnest money deposit/bank guarantee. The selected bidder/supplier must provide a performance bank guarantee (PBG) to the buyer for 3% of the contract value within 15 days of receiving the work order. As per the tender document, the project completion period is five months from the letter of acceptance. 

The bidders must have experience in the same kind of work with ground-mounted solar power projects connected to the grid within the previous five years. The projects must comprise transmission line construction, switchyard/substation bay, design, supply, installation, testing & commissioning, operation, and maintenance of solar power plants. 

The average annual turnover of the bidder should be Rs. 9.288 crores in the preceding three financial years. The net worth of the bidder should also be positive for the last Financial Year.
