Bihar Tenders for Two 2 MW Floating Solar Plants

The Bihar Renewable Energy Development Agency (BREDA) has issued two Request for Proposals (RfP) for the development of two 2 MW capacity grid-tied floating solar power plants in the state.

The first project will be developed on a government-owned water body, while the second project of sam capacity will be developed a privately-owned water body in the state.

For the first RfP, BREDA is seeking to procure power from floating solar power projects of up to 2 MW to be developed at a government waterbody located at NBPDCL circle in the state’s Darbhanga district. The project will be developed on a Build Own Operate (BOO) basis. The winning bidders will sign a 25-year Power Purchase Agreement (PPA) for the projects and will also be required to pay BREDA Rs 0.03/kW for the Bihar Renewable Energy Development Fund.

The bidders must quote project capacities between 1.5 MW to 2 MW. The deadline for bid submission is September 12, 2019, for this tender, and the techno-commercial bids will be opened on September 13, 2019. All bidders must submit an Earnest Money Deposit (EMD) of Rs 4 lakh along with their bids.

To be eligible, the bidders should have commissioned grid-connected solar projects of an aggregate installed capacity equal to at least 500 kW or more. The minimum average turnover of the interested bidder should be Rs 1 crore in the best three of the previous five financial years.

The second RfP for the development of the plant on a private water body will also have the winning bidders sign a PPA of 25 years period with the state Discoms.

The deadline for bid submission is also September 12, 2019, for this tender. All bidders must submit an Earnest Money Deposit (EMD) of Rs 2 lakh along with their bids. The smallest capacity that can be bid for in this project is 250 kW. The maximum capacity is up to 2 MW.

Recently, BREDA has issued an expression of interest (EoI) for the empanelment of bidders to install 10 MW of grid-connected rooftop solar projects under CAPEX model on several government buildings in the state.
