Bharat Heavy Electricals (BHEL) has issued a request for proposals for the procurement of 12.5 lakhs, 157 mm diamond wire-sawn (DWS) multi-crystalline silicon wafers.

The deadline for proposal submissions is December 3, 2022. Only domestic original multi-crystalline silicon wafer producers are eligible to participate in the tender.

Within 30 days of the relevant announcement, the winning bidder must provide a bank guarantee for an amount equal to 5% of the purchase order’s value. It will remain in effect until the conclusion of the contractual delivery period or, if later, the actual delivery.

After receiving manufacturing clearance, the wafers must be delivered within 45 days. The suppliers must be able to produce multi-crystalline photovoltaic wafers with a minimum capacity of 100 MW per year in-house to participate in the bidding process.

Additionally, between March 31, 2019, and April 1, 2022, the seller must have given at least 500,000 pieces of 156.75 mm/157 mm/157.75 mm multi-crystalline black DWS silicon wafers to producers of solar cells in nations other than his or her own. 

The bidder must have had an annual turnover of at least Rs. 1.26 crore over the previous three financial years. The net worth of the bidder during the last financial year should be positive.

Net worth = Paid up share capital* + Reserves. (*Share Capital OR Partnership Capital OR Proprietor Capital as the case may be)

Additionally, the vendor will be responsible for paying liquidated damages in the amount of 0.5% of the entire contract price per week or part thereof, up to a maximum of 10% of the whole contract price, if they fail to provide the required quantity by the deadline.
