Assam Power Distribution Company Limited (APDCL) has invited bids for the eligible bidders/ firms/agencies to participate in the tender for the selection of an agency to carry out aerial topography survey with drone-based technology at the following project locations in the state of Assam for setting up of MW scale solar power plant.

This APDCL’s selection of an agency for setting up of MW scale solar power plant tender includes complete design, shadow analysis of rooftop, engineering, manufacture, supply, storage, civil work, erection, testing & commissioning including operation and maintenance (O&M) of the project and cleaning of modules at regular intervals. This work will be divided into 2 phases:  

A. Phase – I: Drone Service 

B. Phase – II: Shadow and Watershed Analysis

Each interested bidder will have to pay Rs. 500/- as a tender processing fee. Also, each bidder will have to submit Rs. one lakhs (1,00,000/-) as an earnest money deposit (EMD). The selected bidder will be required to submit an amount equivalent to 10% of the contract value as performance security along with the acceptance of the letter of award (LOA), valid for 120 days from the date of signing of the contract or completion of the project, whichever is later.

The intending bidder must have the experience of successful completion/ongoing of services of similar nature to various CPSUs/ State Government/ Government undertakings/ Govt. Utilities / Corporations in state of Assam during the last 3 (three) years, as on the date of publication of the RFP. This must be supplemented by a copy of the work order and the corresponding completion certificate duly verified by the competent authority. 

The minimum average annual turnover of the bidder should be 13.45 lakhs in the preceding three financial years. The net worth of all the bidders for the last three (3) financial years (FY 2020-21, 2021-22 & 2022- 23) shall be positive.

Recently, A Memorandum of Understanding (MoU) was signed by coal mining company NLC India Ltd and Assam Power Distribution Company Limited (APDCL). It may be noted that Tamil Nadu-based NCL India Ltd and APDCL- fully owned by the Assam Government, are Navratna public sector organisations.
