State-controlled Convergence Energy Services Ltd. (CESL) invites RFP (request for proposal) for the operation & maintenance of 5690 E-buses.

The last date for submitting the online bid is November 04, 2022. Bids will be opened on the same day.

The selected bidder will be responsible for the Operation and maintenance of e-buses, including engaging all manpower, personnel, drivers, labor, etc., as may be required to be deployed by it for implementation of the Project, under GCC basis, by the provisions of this RFP. The bidder shall procure finance for, and at its sole cost and expense, the leasing, procurement, supply, operations, and maintenance of the e-buses as per the procurement/deployment schedule provided hereto for providing the services by the deployment plan, applicable laws, applicable permits, good industry practice and the terms and conditions of this agreement. 

 Each interested bidder will have to pay Rs. 25000/- as a bidding document cost, which is non-refundable & non-adjustable. Also awarded bidder will have to submit an earnest money deposit (EMD) as per the following details:

The earnest money deposit is to be valid up to 225 days from the date of the techno-commercial bid opening. A Consortium with a maximum of three (3) members may also submit a proposal as a bidder. The bidder must provide the MOU with the OEM(s) they wish to purchase buses from for the total number they are bidding for if they wish to participate as a single bidder and are either a financial aggregator or an operator. The same OEM or OEMs must sign into a tripartite concession agreement with the STU for the whole period of the contract if this bidder is chosen as the winning bidder. A consortium can only have a maximum of three members: an OEM, an Operator, and a Financial Aggregator. An OEM/subsidiary OEM must be one of the consortium’s members.

Bidder should have a minimum average annual turnover (MAAT), during the last 3 years (2021-22, 2020-21, 2019- 20), and should be equal to or more than the threshold defined below for each lot:
