The West Bengal State Electricity Distribution Company (WBSEDCL) has issued tender seeking bids for the construction of a 10 MW solar power facility on a turnkey basis along the Teesta Canal bank in the Uttar Dinajpur district of West Bengal.

The WBSEDCL tender says that the deadline for bid submissions is March 7, 2024, with bid opening scheduled for March 11. The notification says that consortiums or joint ventures are not eligible to submit bids.

The project site is situated along the Teesta Canal bank, between the Mahananda Main Canal and the tailrace channel of the Teesta Canal Fall Hydroelectric Project at Haptiagachh.

The tender covers the procurement, fabrication, galvanization, installation, and fixing of steel structures, solar modules, array junction boxes, surge protection devices, and lightning arrestors.

WBSEDCL has estimated the procurement and installation costs at Rs 12.9 lakh, excluding GST, and requires bidders to provide an earnest money deposit of Rs 25,840.

WBSEDCL wants bidders to have completed at least one 33/11 KV or above sub-station or solar project equipment valued at 10 lakh or more. Additionally, they must demonstrate a minimum average annual turnover of 30% of the estimated tender cost, or Rs 3,87,000, over the past three consecutive financial years, with positive net worth in each of the last three financial years.

The WBSEDCL tender says that the successful bidder must complete the supply, delivery, and installation within six months of contract award, followed by a 30-day successful demonstration period before WBSEDCL takes over the project.

In November 2023, WBSEDCL floated a tender for comprehensive three year O&M solar plants of four 10 MW ground mounted solar power plants. The tender was for ground-mounted solar projects situated along the Teesta canal bank in Uttar Dinajpur, Salboni, Paschim Medinipur, and Khemasuli (Patni) in Medinipur.

Before that, WBSEDCL also floated tender to develop two grid-connected & ground mounted solar PV power plants of 10 MW solar project (each) at Gangapur-I and Gangapur-II respectively under Rajnagar Block in Birbhum District.
