Uttarakhand Power Corporation Limited (UPCL) has issued a 100 MW/250 MWh standalone Battery Energy Storage System (BESS) tender to set up three projects across UPCL substations. Bids have been invited until March 10, 2026.
The primary applications envisaged for the BESS are energy time-shift (arbitrage) and ramping support in Uttarakhand. However, to increase utilisation and improve economic viability, the BESS will also be capable of other use cases, including frequency support (ancillary services), capacity upgrade deferral, resource adequacy, and backup supply to critical loads, such as black start.
Under the tender, the BESS developer will undertake site surveys, design, engineering, financing, supply, installation, testing, commissioning, operation, and maintenance of a grid-interactive Battery Energy Storage System to make energy storage capacity available to UPCL for charging and discharging on an “on-demand” basis.

Nainital, Uttarkashi, Haridwar & Others to Host BESS Projects
The UPCL tender, issued in three parts, includes the development of a 36 MW/90 MWh grid-interactive Battery Energy Storage System at 33/11 kV substations. The project would be set up across Rudrapur, Kashipur, Haldwani, and Pithoragarh. These project would be developed by Battery Energy Storage System Developers (BESSDs) with Viability Gap Funding (VGF) support, on a Build–Own–Operate (BOO) model.
The project will be deployed across multiple substations based on land availability and load flow analysis and will be spread across districts such as Udham Singh Nagar, Pithoragarh, and Nainital.
As part of the 100 MW/250 MWh BESS project, UPCL has also issued a tender to develop a 23 MW/57.5 MWh BESS project across seven locations in Dehradun. Meanwhile, another 41 MW/102.5 MWh BESS project will be set up across six locations, including Uttarkashi and Haridwar.
