The Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has issued a tender for a cumulative 110 MW solar park project in the state, spread across two locations. The tender specifies a 35 MW grid-connected solar project in the Kanpur Nagar Solar Power Park and a 75 MW project in the Kanpur Dehat Solar Power Park. The projects will be developed on a Build, Own, Operate, and Maintain (BOOM) basis, with May 27, 2025, as the deadline for bid submission.

The Uttar Pradesh Power Corporation Ltd (UPPCL) is overseeing the development, which is being managed by the Lucknow Solar Power Development Corporation Ltd (LSPDCL), a joint venture (JVC) of UPNEDA and SECI. The 35 MW Solar Power Park will be located in Katar village, Tehsil Ghatampur, Kanpur Nagar district, while the 75 MW Solar Power Park will be situated in Leharpur village, Tehsil Akbarpur, Kanpur Dehat district.

Tender Requirements

UPNEDA’s latest tender outlines specific eligibility criteria for bidders. Bidders are required to have a net worth of Rs 80 lakh per MW of the quoted capacity, as of the last day of the previous financial year (FY 23-24). Additionally, bidders must meet at least one of the following financial parameters, as of FY 23-24.

The bidder must have a minimum annual turnover of Rs 34.4 million per MW of the quoted capacity. Additionally, the bidder must have a Profit Before Depreciation, Interest, and Taxes (PBDIT) of at least Rs 688,000 per MW of the quoted capacity, excluding other and exceptional income. Additionally, the A Line of Credit of at least Rs 860,000 per MW of the quoted capacity.

Land Allotment 

Lucknow Solar Power Development Corporation Ltd (LSPDCL), the implementing agency for the 110 MW Solar Park, is a joint venture between UPNEDA and SECI, focused on the development of solar power parks in Uttar Pradesh. LSPDCL will provide demarcated land for the development of the solar power project on a “Right to Use” basis to the Solar Power Developer (SPD).

The project scope includes fencing of the demarcated land within the solar power park, along with evacuation arrangements, which involve connecting the project’s switchyard to the grid feed-in substation (injection point), primarily consisting of bays and transmission lines. Additionally, the construction of an external approach road to the project site and the maintenance of both transmission infrastructure and the approach road will be part of the project’s responsibilities.
