UPNEDA Invites Bids for Empanelment for 38 MW Rooftop Solar Plants

The Uttar Pradesh New & Renewable Development Agency (UPNEDA) has invited e-bids from eligible vendors interested in being empanelled for the design, supply, erection, testing and commissioning, including warranty and comprehensive operation & maintenance, of 38 MW of grid-connected rooftop solar plants for residential consumers under CAPEX model for a period of five years in Uttar Pradesh.

Important deadlines with regards to the tender are as follows:

  • Online pre-bid conference: November 26, 2021; 12.30 PM
  • Online bid submission: December 13, 2021; 05:00 PM.
  • Offline physical submission of documents: December 13, 2021; 05:00 PM
  • Techno-commercial bids opening: December 14, 2021; 12:00 PM
  • The bids will be valid for minimum six months, starting from the techno-commercial bid opening date.

The Ministry of New and Renewable Energy (MNRE) is implementing Phase-II of Grid Connected Rooftop Solar Programme wherein central financial assistance is being provided for installation of rooftop solar projects in residential buildings. To implement this, respective power distribution companies (discoms) have been designated as the implementing agency. UPNEDA has been selected as the common tendering agency for all UP discoms.

As per UPNEDA’s present tender, the bidding process comprises of four categories, namely Part A, B, C and D, which are as follows:

The processing fee, which is to be furnished through a demand draft, is INR. 11,800 (including GST @18%). The bid bond/EMD, which is to be furnished based on the applicant’s proposed bid capacity, is calculated thus: (INR 1000) x offered bid capacity in kWp. The two-part (techno-commercial bid & price bid) bid process will be held on https://etender.up.nic.in & www.upneda.org.in.

The eligibility qualifications for interested bidders (an independent company or a consortium headed by one of its members) are as follows:

TECHNICAL ELIGIBILITY CRITERIA:

  • For general bidders: Bidder should have designed, supplied, installed & commissioned grid-connected rooftop solar projects having aggregate capacity not less than 100 kWp for Part A & B and Part C & D (minimum capacity of each project size is 10 kW), which should have been commissioned prior to the techno-commercial bid opening date.
  • For state registered MSME: Bidders registered under the MSME Development Act, 2006, in UP are exempted from the technical eligibility requirements.
  • For open category (eligible for Part A & Part B only): The bidders who do not have any prior experience or do not have minimum required prior experience in installation of grid connected solar PV power projects, will not be allowed to quote L-1 price in bids. Such bidders will be allowed to implement rooftop solar projects subject to matching of L-1 price. For open category bidders, total 1000 kW capacity is reserved.

FINANCIAL ELIGIBILITY CRITERIA:

  • For general bidders: The average annual turnover of Rs.15,000 per kW of the capacity offered in the bid in any one of the last 3 financial years ending 31.03.2021 subject to the condition that the bidder should at least have completed one financial year; OR net worth equal to or greater than the value calculated at rate of Rs. 7500 per kW of capacity offered by the bidder in their bid.
  • For state registered MSME: Bidders registered under the MSME Development Act, 2006, in UP are exempted from the financial eligibility requirements.

To participate in bidding process through e-tendering, bidders must have ‘Digital Signature Certificate (DSC)’ required for digitally signing the bid. It can be obtained from any approved vendors (CCA).
