TotalEnergies Wins N-9.4 Offshore Wind Concession in German Waters

TotalEnergies has strengthened its offshore wind portfolio with the award of the N-9.4 concession in the North Sea by Germany’s Federal Network Agency. The concession is granted to Offshore Wind One GmbH of which TotalEnergies is a stakeholder.

Project Scope and Location

The N-9.4 site lies around 150 kilometres northwest of the German island of Heligoland and covers an area of 141 square kilometres. It will allow the development of 1 gigawatt (GW) of offshore wind power capacity over a 25-year term, extendable up to 35 years.

The concession is located near two other sites – N-9.1 and N-9.2 – jointly held by RWE and TotalEnergies. The company plans to prioritise the development of this cluster to harness operational synergies and minimise construction and maintenance costs, ensuring efficiency and value for end users.

Environmental & Financial Commitments

As part of the concession agreement, Offshore Wind One GmbH will contribute EUR 18 million (about USD 20.7 million) to the German government in 2026. The funds are expected to support eco-friendly fishing practices and marine conservation efforts.

Additionally, the grid operator responsible for connecting the site to the power network will receive an annual payment of EUR 8.1 million (USD 9.3 million) for 20 years after the site is commissioned.

TotalEnergies has also initiated a strategic reassessment of its German offshore wind portfolio, particularly in light of connection delays reported by transmission system operators. The review aims to facilitate discussions with German authorities on the viability and timelines of upcoming developments.

Beyond 23 GW Offshore Wind

TotalEnergies’ portfolio in offshore wind has a total capacity of 23 GW, with projects located in the United Kingdom (Seagreen, Outer Dowsing, West of Orkney, Erebus), South Korea (Bada), Taiwan (Yunlin, Haiding 2), France (Eolmed), the United States (Attentive Energy and Carolina Long Bay), in the Netherlands (OranjeWind), in Germany (Nordsee Energies 1 & 2, Ostsee Energies, N-9.1 and N-9.2, WindBostel Ost et West).

The firm also has a discernible presence beyond offshore wind capacity. By the end of March 2025, TotalEnergies reached 28 GW in gross renewable electricity capacity. It plans to expand this to 35 GW by the end of 2025 and exceed 100 terawatt-hours of net electricity production annually by 2030 as part of its global energy transition goals.
