Terra Clean Invites Bids for Land Aggregation in Gujarat for 300 MW Solar Project

Terra Clean, a wholly owned subsidiary of Indian Oil Corporation (IOC), has issued a Request for Proposal (RFP) seeking bids for land aggregation to facilitate a large-scale solar power project in Gujarat.

The proposal focuses on securing land for a 300 MW intrastate transmission system (InSTS)-connected solar project, with an additional greenshoe option of up to 300 MW. The project will be located near the 220 kV Bhalgamda GETCO Substation in the Morbi district - a region steadily emerging as a major hub for renewable energy investments.

Bid Timeline and Project Scope

Interested parties must submit their bids by January 1, 2026, the same day on which bids will be opened. Once the contract is awarded, the development must be completed within nine months.

The main scope of work includes identifying and aggregating suitable land parcels for the solar project. To qualify, bidders are required to have prior experience in arranging land for renewable energy ventures - such as solar, wind, hybrid, or solar parks - with a minimum cumulative capacity of 20 MW, including at least one project of 10 MW.

Alternatively, firms can qualify if they have arranged at least 70 acres of land for industrial, logistics, warehousing, or infrastructure projects, provided one of those spans at least 35 acres.

Financial Qualifications

Bidders must demonstrate an annual turnover of INR 19.94 crore or more in any of the past five financial years. They must also maintain a net worth of at least 100 percent of their paid-up share capital as of the last financial year. 

In September 2025, Terra Clean invited bids to aggregate land for 100 MW solar projects in Banaskantha, Gujarat, including a greenshoe option up to 100 MW. Earlier, in August, the firm also issued RfP for the alnd aggregation of a 300 MW solar project in Morena, Madhya Pradesh, including an addition 300 MW capacity greenshoe option.
