Tender Issued for Installation of Solar PV Systems at Households Across Goa

GEDA has tendered for the installation of solar PV systems at various households across Goa under the Remote Village Electrification Scheme

The Goa Energy Development Agency (GEDA) has issued a tender for the installation of solar PV systems at various households across Goa under the Remote Village Electrification (RVE) Programme. 

In June, it was reported that the state cabinet had implemented the RVE scheme for households to help 90 houses in Sanguem, Quepem, Sattari and Canacona get electricity through renewable energy. The scheme aims at bringing electricity, through renewable sources, to un-electrified remote villages, hamlets and wards where grid connectivity is either not feasible or not cost-effective. 

Under the scheme, 100 percent financial assistance will be provided to households, with an upper limit of Rs 90,000 per household, for a 500 Wp solar system. This amount will include the cost of transportation and installation as well as annual maintenance contract (AMC) for five years.

The scope of work for the selected bidders will include the design, manufacture, supply, installation, testing and commissioning of the solar systems at the various households.

The selected developers will be required to commission solar power conditioning units (PCU) of 500 Wp capacity, solar street lights (on the pathway), and solar home light systems (for kaccha houses) across various households in the state. The bidders have been notified that the work on installation and commissioning of the solar systems must be completed within 120 days from the date of receipt of the work order.

The developers will also be required to provide maintenance services for the solar plants for a period of 5 years under a CMC. During this period the bidder shall be responsible for the supply of all spares parts as required from time to time for scheduled and preventive maintenance, replacement of defective modules, inverters PCUs, etc. 

The estimated cost of the project is Rs 68.7 lakh and all bidders are required to submit an Earnest Money Deposit of Rs 1.37 lakh or 2 percent of the estimated project cost. 

The last date for bid submission is January 7, 2020, and the techno-commercial bids will be opened on January 12, 2020. The financial bids will be opened on January 19, 2020. A pre-bid meeting has been scheduled for December 11, 2020, to address the concerns raised by the prospective bidders.

To be eligible, the bidders must be a reputed supplier of solar home lights models, solar street lights, solar power packs (off-grid and grid-tied). And an experience certificate of designing, supplying, installing solar systems of at least 100 kW capacity (off-grid or grid-tied) must be submitted. And, the bidder/ organization should have an ISO certification and must be registered with NSIC for the installation, repairing, maintenance and commissioning of solar power inverters.
