Tender for 200 MW Wind Power Issued in Maharashtra

MSEDCL has issued an RfS for the procurement of 200 MW wind power on a long term basis from intra-state wind power projects in Maharashtra

The Maharashtra Electricity Distribution Corporation (MSEDCL) has issued a Request for Selection (RfS) for the procurement of 200 MW wind power on a long term basis from intra-state wind power projects.

The last date for bid submission is January 22, 2019, and the techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for January 7, 2019, to address the concern raised by the prospective bidders. The date and time of opening of the financial bids and e-reverse auction will be intimated to the technically cleared bidders later. All bidders must submit an Earnest Money Deposit of Rs 5 lakh per MW per project along with their bids.

In order to fulfill its Non-Solar Renewable Purchase Obligation (RPO) and to meet the future power requirements, MSEDCL intends to procure wind power up to a capacity of 200 MW through a competitive bidding process.

MSEDCL shall enter into Power Purchase Agreement (PPA) with the bidders selected based on the terms and conditions and provisions of this RfS for purchase of wind power for a period of 8 years from the date of execution of PPA or from the date of expiry of EPA for existing wind power projects. The ceiling tariff for the tender has been set at Rs 2.52 per unit.

The successful bidders will be free to avail of fiscal incentives like Accelerated Depreciation, Concessional Customs and Excise Duties, Tax Holidays, Benefits from trading of Carbon Credits, etc. as available for such projects.

As per the RfS the intrastate projects which are already supplying power to MSEDCL under an existing EPA which has already expired or is going to expire on or before March 31, 2020, shall be eligible to participate in the bidding process.

The total capacity offered under the RfS is 200 MW, and the minimum capacity of projects that will be eligible are wind power projects having an individual size of 0.50 MW and above at one site with a minimum bid capacity of 0.50 MW.
