Odisha Discoms Launch Affordable 1 kW Rooftop Solar Scheme

Tata Power-led Odisha distribution companies announced the rollout of a groundbreaking one-kilowatt rooftop solar scheme under the Utility-Led Aggregation (ULA) model, as part of the Central government's PM Surya Ghar Muft Bijli Yojana initiative.

The innovative ULA framework enables domestic consumers with one-kilowatt contract demand to access rooftop solar installations at significantly reduced upfront costs,  aiming to make renewable energy adoption feasible for middle-class and low-income households across Odisha.

Dramatic Cost Reduction Through Subsidies

Under the new scheme, consumers need to pay only INR 5,000 as a one-time payment for a complete 1 kW solar system installation, compared to the typical investment requirement of INR 65,000-75,000. This represents a cost reduction of over 90 percent for eligible households.

The substantial cost difference is bridged through combined central and state government subsidies totalling INR 55,000 per installation - INR 30,000 from the central government and INR 25,000 from the state government. These subsidies are aggregated and facilitated by the discoms led by Tata Power  in Odisha.

Comprehensive Service Package

The Tata Power-led Odisha Discoms will manage the entire project lifecycle, including installation, quality assurance, and after-sales service. The company has committed to providing a five-year warranty on system components and an extended 25-year warranty on solar panels.

While the distribution companies will supply the net meter at no additional cost to consumers, participants will be responsible for bearing the cost of the solar generation meter.

Expanding Solar Access

This initiative marks a significant step toward democratising solar energy access in Odisha, particularly targeting households that were previously unable to afford rooftop solar installations.

The ULA model's success could potentially serve as a template for similar programs across other states under the national PM Surya Ghar Muft Bijli Yojana.

The scheme aligns with India's broader renewable energy objectives and represents a practical approach to accelerating rooftop solar adoption among residential consumers through strategic government-utility partnerships.
