Tamil Nadu Launches 40 MW Rooftop Solar Tender for Govt Buildings

Driven by PM Surya Ghar: Muft Bijli Yojana , Tamil Nadu Green Energy Corporation (TNGECL) issued a 40 MW rooftop solar tender under (Renewable Energy Service Company) RESCO mode.

It sought bids from developers to set up Rooftop Solar PV Projects, aligning with the state’s goal of supplying solar power to government buildings. Bids are being accepted until October 27, 2025.

Under the scope of work of the tender, TNGECL will identify government buildings for rooftop solar projects across four districts in Tamil Nadu. The tender intends to develop these projects across Chennai, Chengalpattu, Kanchipuram, and Tiruvallur. The government plans to provide a detailed list of government buildings once the bidding process concludes and successful bidders are selected.

Scope of Work

Under the project scope, developers will identify rooftop areas to install solar plants ranging from 2,000 to 10,000 sq. ft. Projects developed under RESCO mode are required to submit a single bid offering a minimum of 10 MW and a maximum of 20 MW, i.e., 50% of the total capacity.

Additionally, RESCO developers are expected to maintain an average CUF of 17% for the solar power projects for every operational year. Bidders are required to submit bid security in the form of a Bank Guarantee (BG) valid for 12 months from the date of tender opening.
