Tamil Nadu Green Energy Corporation Limited (TNGECL) has issued a tender seeking developers for the setting up of 20 MW of grid-connected rooftop solar PV projects on government buildings across the state. The tender has been issued under the RESCO model on a net feed-in basis. Online bid submissions will begin on March 25, 2026, and close on April 7, 2026.
TNGECL plans to implement the project under the project via RESCO mode. The scope of work includes, but is not limited to, site surveys of rooftops, site visits, solar potential assessment, finalization of feasibility reports for identified locations, design, engineering, supply, storage, civil works, erection, testing, commissioning, and ensuring net feed-in as per the TNERC GISS Regulation 2021 and its amendments. It also includes quality control of the grid-connected rooftop solar PV projects.
Scope of Work
Under the scope of the work, TNGECL requires the bidders to submit an Earnest Money Deposit (EMD) of Rs. 1,25,000 per MW, to be submitted through online transfer (BG/e-Bank Guarantee) on the Tamil Nadu Government e-Procurement portal. Micro and Small Enterprises registered in Tamil Nadu under MSME UDYAM are exempted from submitting the EMD.
As per the tender terms, selected bidders must submit a Performance Bank Guarantee of INR 10,00,000 per MW within 15 days of signing the agreement. The bidder will not be entitled to claim any additional charges, even if an extension of the completion period becomes necessary. The fixed tariff shall be inclusive of all duties, taxes, insurance, and other applicable costs. The prices quoted must be comprehensive in all respects, and no price variation or adjustment shall be payable by TNGECL.
