The Solar Energy Corporation of India (SECI) has released the results of its tender where it sought domestic solar panels with domestically manufactured solar cells from Indian solar module manufacturers. SECI declared Swelect Energy Systems, Grew Energy and Renew Photovoltaics Pvt Ltd as winners for the bid.

The SECI tender had asked for bids for the manufacturing, testing, packaging and forwarding, supply and transportation of 400 MWp of Domestic Content Requirement (DCR) mandates solar modules with DCR solar cells. The tender had asked only for the ALMM enlisted company to apply for the tender.

While SECI awarded 100 MWp of capacity each to Swelect and Renew, it awarded 200 MWp of capacity to Grew. All of these bidders had their evaluated bid value of Rs 22.66/Wp. On the other hand, their bid value for MWp stood at  Rs 2,26,56,975 (Rs 2.26 crore/MWp).

The SECI tender had asked the prospective suppliers to bid only for one type of solar module technology-crystalline technology. The location of the project site for the delivery of solar PV modules might be on a pan-India basis. 

The tender specifically talked about compliance with the DCR norms. “The Supplier shall submit “Certificate from the Module Manufacturer to the SPD regarding the meeting of DCR norms under CPSU Scheme-Phase-II” on the letterhead of the supplier along with the invoice as per the format provided in Form F-21,” the tender read.

SECI in its tender said that both the Solar Cells and Modules must be made in India and Modules should be from the Manufacturers listed in the ALMM list, published & updated by MNRE from time to time. SECI in its tender has asked their suppliers to bid for only monocrystalline solar modules with module efficiencies of more than 21 percent with its power ratifying equal to or more than 540 Wp. 

SECI is an arm of the Ministry of New and Renewable Energy (MNRE) which floats tenders for renewable projects in India.
