Tender Result: Sunsure, EnerGrid Win NVVN’s 250 MW/1,000 MWh BESS Project

NVVN launched the tender for this project in February 2025 and concluded the bidding five months later, with Sunsure Energy winning half the capacity at ₹6.64/kWh, while EnerGrid secured the remaining 125 MW at ₹6.65/kWh.

Sunsure, EnerGrid Win NVVN’s 250 MW1,000 MWh BESS Tender

NTPC Vidyut Vyapar Nigam Ltd (NVVN), a subsidiary of state-run power major NTPC, has awarded its standalone 250 MW/1,000 MWh Battery Energy Storage System (BESS) tender at ₹6.64 per kWh—one of the first tenders in India with charging power under the bidder's scope and the quoted tariff in INR/kWh.

NVVN launched the tender for this project in February 2025 and concluded the bidding five months later, with Sunsure Energy winning half the capacity at ₹6.64/kWh, while Energrid (Enerica Infra3) secured the remaining 125 MW at ₹6.65/kWh.

Both developers are eligible for Viability Gap Funding (VGF) support capped at ₹27 lakh per MWh or 30% of the capital cost, whichever is lower. They may also receive additional capacity under a greenshoe option of up to 250 MW/1,000 MWh.

Under the tender conditions, the selected Battery Energy Storage System Developer (BESSD) is required to install, operate, and maintain the facility, enabling NVVN to dispatch power on an “on-demand” basis. A minimum system availability of 95% per month is mandatory. NVVN had earlier set a ceiling tariff of ₹7.80/kWh for the tender, and the results accordingly set the directives.

For Energrid, this follows their first win in the  SJVNBid (187.5MW/750MWh) at the same location in Jhansi. The project is also the first of its kind with energy-based billing (Rs/kWh) and charging power in the scope of the BESS developer. 

Comparison with Earlier Tender

Earlier this year, NVVN awarded a separate 500 MW/1,000 MWh BESS project in Rajasthan. The lowest bid—₹2.16 lakh per MW per month—was placed by Solar19 Cleantech for a 50 MW capacity. Other winners included Solar91 – Energizing India, Rays Power Experts, Stockwell Solar, TrueRE – Oriana Power, and INOX Renewable Solutions Ltd. The storage systems under that tender are intended to serve Rajasthan Urja Vikas Nigam Ltd (RUVITL) during peak and off-peak hours.

Meanwhile, SJVN, another state-run utility, awarded its 375 MW/ 1.5 GWh Uttar Pradesh (UP) BESS Project to Gujarat-based Patel Infrastructure for a 187.5 MW/750 MWh BESS project at ₹3,59,000/MW/month. Enerica Infra (EnerGrid) had won a similar capacity at a slightly higher tariff of ₹3,59,999/MW/month.
