DREBP Scheme

Gujarat’s Distributed Renewable Energy Bilateral Purchase (DREBP) scheme aims to streamline renewable energy development for small-scale investors, according to Gujarat Urja Vikas Nigam Ltd (GUVNL). The policy targets solar projects of up to 5 MW and wind projects below 10 MW.

DREBP offers simplified registration, priority grid connectivity, and power purchase agreements at Gujarat Electricity Regulatory Commission (GERC)-determined tariffs, bypassing competitive bidding. It also ensures expedited approvals for project commissioning to bolster the state’s clean energy capacity.

Renewable developer KPI Green has previously secured orders under the DREBP scheme, aligned with the Gujarat Renewable Energy Policy 2023 and GERC Tariff Orders No. 5 and 6 of 2024. For solar projects up to 5 MW, GERC has set a levelized tariff of ₹2.76/kWh and a net tariff of ₹2.48/kWh.

Under the GERC framework, power generated through DREBP will count towards distribution companies’ Renewable Purchase Obligations (RPOs). The state’s renewable energy policy allows individuals, companies, and associations to develop solar projects up to 4 MW and wind projects under 10 MW without competitive bidding. GERC Tariff Orders 5 and 6 of 2024 permit applicants to receive automated letters of award (LoAs) from DISCOMs or GUVNL and sign connectivity agreements within 15 days.
