SJVN Invites Bids For 100 MW Solar Project Based On PPA With RUVNL SGEL, APDCL Sign Agreement To Develop RE Projects In Assam

Satjuj Jal Vidhut Nigam, (SJVN), an Indian public sector undertaking (PSU) involved in hydroelectric power generation and transmission invited bids for the design, engineering, supply, erection, testing, and commissioning of 100 MW (AC) solar power project at NAWA, DIDWANA KUCHAMAN, Rajasthan.

SJVN issued the tender in response to the power purchase agreement (PPA) between SJVN Green Energy Ltd (SGEL) with Rajasthan Rajya Vidyut Utpadan Nigam (RUVNL) in response to a request for the selection. The tender was issued for comprehensive operation and maintenance for three years from the commercial operation date (COD).

The cost of the bid document (nonrefundable) is Rs. 5,000.00 (Rs. Five Thousand only) +18% GST.

The bid included a security/earnest money deposit (EMD) of Rs. 12.20 Crores.

The bid documents are available for download from 4th April.

The date and time of the pre-bid meeting is 16th  April 2024 at 11:00 Hrs at SJVN Green Energy Limited, Corporate Head Quarter, Shakti Sadan, Shanan, Malyana, Shimla (through VC)

The last date and time of submission of the bid is 26th April 2024 at 14:00 Hrs

The date and time of opening of a techno-commercial bid is 26th April 2024 at 15:00 Hrs

The last date for submission of documents in hard copy is 1st May 2024 at 18:00 Hrs

The minimum qualifying requirements (MQR) for the bidder is that the Bidder should meet the qualifying requirements stipulated hereunder during the last ten (10) years ending the last day of the month previous to the one in which NIT is issued.

The document mentioned other qualifications such as, “The bidder is expected to have designed, supplied, erected/supervised erection and commissioned EPC of Solar Photo Voltaic (SPV) based grid-connected power plant(s) of cumulative installed capacity of 30 MWp or higher capacity out of which at least one plant must be of 10 MWp or higher capacity. The reference plant of 10 MWp or higher capacity must be in successful operation for at least three (3) months before the last day of the month previous to the one in which NIT is issued.”

Other qualifications include, “The Bidder should be a developer of solar photo voltaic (SPV) based grid-connected power plant with a cumulative installed capacity of 30 MWp or higher capacity out of which at least one plant must be of 10 MWp or higher capacity. The reference plant of 10 MWp or higher capacity must be in successful operation for at least three (3) months before the last day of the month previous to one in which NIT is issued.”

The bidder should have executed an industrial project either as developer or as EPC Contractor in the area of Power/ Steel/ Oil and Gas/ Petro-chemical/ Fertilizer/Cement/Coal mining including coal handling plant and/ or any other process industry, of a value of Rs. 183 Crores in a single project or single work and the same should be in successful operation for at least six (6) months before the last day of month previous to one in which NIT is issued.

Additionally, SJVN the bidder should have executed at least one electrical sub-station of 33 kV or above voltage level, consisting of equipment such as 33kV or above voltage level circuit breakers. It’s also expected to have power transformer, either as developer or as EPC Contractor, which are expected to be in successful operation for at least six months prior to the last day of month previous to one in which NIT is issued.
