SJVN Floats Tender To Build 600 MW Wind Project On BOO Basis
SJVN has recently issued a tender inviting bids from wind power developers (WPDs) to supply 600 MW of wind power from ISTS-connected wind projects in India on a Build-Own-Operate (BOO) basis. It has sought bids for the project until October 20, 2025.
According to the SJVN tender, "The Wind Power Developer (WPD) will be required to supply 600 MW of wind power from ISTS-connected projects by setting up the transmission network up to the Interconnection/Delivery Point. This wind power will be supplied to SJVN."
According to the eligibility criterion set by SJVN in its tender, "Wind projects already under construction, yet to be commissioned, or commissioned but selling power on a short-term merchant basis, may also be considered under this tender. However, it would be subject to the condition that these projects have not been accepted under any State or Central scheme, do not have obligations to sell power to any beneficiaries, and comply with the provisions of this tender document. A partial or spare capacity of ISTS-connected wind power projects for which a PPA has not been signed can also be offered by the bidder, subject to meeting the minimum offered capacity requirement of 50 MW."
SJVN tender offers to develop a project of a minimum project 50 MW, to be interconnected at the Delivery Point, and in multiples of 10 MW thereafter. The wind tender also allows the bidder to offer a maximum capacity that should not exceed 300 MW. It also allows the bidders to freely locate their wind project(s) anywhere in India on land to be identified and purchased/leased by them.
Criteria for Power Supply:
SJVN, in its tender, set that the declared/revised annual CUF of the project at to be not less than 22%. The bidders will declare the annual CUF for the contracted capacity at the time of submission of the RfS response. Additionally, the wind developer is allowed to revise the CUF once within the first three years after the Commencement of Supply of Power Date (CSD).
However, the tender explained that the revised annual CUF should not be less than 90% of the CUF initially quoted by the bidder, and not less than 22% in any case. Thereafter, the CUF for the contracted capacity shall remain unchanged for the entire term of the PPA.
